In general can the Xilinx FPGA boards be powered from an external supply powering the VCC net that is on the smaller power connector on the V2 boards?
I wasn’t sure if the LM73100RPWR chip could handle seeing supply on its output without any voltage on the input.
I am seeing potential for these boards to be used on larger boards that need some fpga power added to them by plugging these into the larger board that has no USB connections.

The LM73100RPWR acts like a diode to prevent VCC to backfeed the USB connector.
So yes, you can power the board through the connector
You can feed up to 12V on V2 boards.
The VCC rail is also connected to the + and - power connector if needed.
